Costplan's Chief Executive Officer David Tilby has more than 50 years of experience providing quantity surveying and project management services. He began his career in England before moving to Australia to join Rider Hunt as a senior member of staff before being offered directorship.
As a Director, he was responsible for overseeing the Queensland, Papua New Guinea, Hawaii, Guam and Philippine companies over a period of 15 years. David is a specialist Quantity Surveyor with a strong emphasis on Cost Management and Cost Planning during the design development stage of a building cycle, his advanced knowledge of the construction industry has allowed him to work in numerous countries on complex and challenging projects across various construction sectors.
"It is our goal to ensure we have a sound understanding of the construction markets we operate within. Key to achieving this is the work we do with sub-contract trades and main contractors in preparing tender measures, providing advice on contract risks and professional variation assessment," Tilby said.
"Our involvement in the subcontractor market not only benefits our clients by consistently updating our construction cost knowledge it also provides a sound technical platform for our cadets to develop and become our future leaders."
He pointed out that the founding directors had extensive experience working across the Asia Pacific, including the Solomon Islands, Papua New Guinea, Samoa, Fiji, the Philippines, Guam, Hawaii, as well as Australia and the UK.
"From our offices in Australia and Papua New Guinea, as well as the UK, we have unique experience working in various regions across the Asia Pacific with the ability to work across all areas of the Solomon Islands" he said.
Tilby said the fact Costplan offered a wide range of professional services including construction cost and project management - incorporating cost planning and estimating, procurement advice, cashflow forecasting, tender documentation, bills of quantities, production and tender adjudication, building contract administration, progress claim assessment and certification, variation assessment and management - gave the company the ability to handle projects of any size or scale.
"Apart from the Waigani National Court Complex our recent projects include the Sir Hubert Murray Stadium and Sir John Guise Stadium, both indoor and outdoor, in PNG where we undertook cost management services, progress claims, variation assessments and final account settlement services. Both stadiums were used to host the 2015 Pacific Games in Port Moresby.
"The multi-million dollar Apec Haus in PNG was built specifically for the 2018 APEC Leaders' Summit and is now used as a fully functional convention centre.
"Another project was the Taumasina Island Resort, Samoa, a luxury resort located just off the coast of Samoa. The development includes a mix of hotel suites and private villa in addition to retail spaces, restaurant precincts and other luxury areas."
Tilby said the company was regulated by the Royal Institution of Chartered Surveyors and the team holds various memberships with the Royal institution of Chartered Surveyors, Australian Institute of Quantity Surveyors and the Australian Institute of Project Management.
