AUSTRALIAN consultancy firm ACIL Tasman executive director Paul Balfe has recommended offshore investment for the government revenue of the $US11 billion (K27.81 billion) PNG LNG project to business leaders in Port Moresby, to defeat a possible “resource curse”.
