Tkatchenko was responding to questions by The National newspaper about the process of disposal through public tender.
 
This follows the publication of newspaper advertisements in Papua New Guinea calling on all individuals and organisations to return APEC assets.
 
The assets include laptops, phones, cars and other vehicles, plant and equipment along with hardware and software used during the November meetings.
 
The assets must be returned to Finance Department, said Finance secretary Dr Ken Ngangan.
 
"The state would apply the full force of the law to those who do not release the assets," Ngangan said.
