Foo said this would let PNG take advantage of its strategic position as a gateway to the Pacific.
Upgrades at key hubs would significantly improve volume for Air Niugini, which carries 1000 passengers a week.
"Currently we cannot bring a 737 into these ports," Foo said.
"What will it be like if we can bring a 737 into those key hubs on a 24-hour operation?"
The PNG national carrier began routes to Micronesia and Townsville in the past 12 months.
