Fraser has been in the country for 30 years and has 17 years of senior management experience in the aviation industry.
Fraser previously held the CEO role with Mainland Holdings and his appointment takes effect in June. In the meantime, Stevens would remain acting CEO.
Board chairman Augustine Mano said Fraser had a reputation for delivering consistent outcomes for shareholders, taking the lead in human resource improvements and setting clear strategic goals for financial sustainability and growth.
